In the past I have stated the policy that the Cameron County School District has generally followed in recent years that a team must have at least a .500 record in order to enter the District 9 playoffs in team sports. Since District 9 puts on open tournaments in which all schools are invited to enter regardless of regular season records, theoretically all teams could participate in the post season. 

In general, I agree that teams should at least be competitive to enter the tournament. Although I agree with coaches when they want their players who are returning to get more experience, sometimes it backfires. I remember back in 2007 watching my daughter’s severely overmatched basketball team lose to a really good Union team 62-20.
