Emporium Borough Councilmembers heard concerns over a Fourth Street apartment building during the regular meeting held Monday night.

The resident stated that a neighboring apartment building was being occupied without utilities turned on, and without the knowledge of the landlord. He also alleges that occupants are using cups and buckets in the backyard as restroom facilities, garbage is strewn around the property and kept on the back porch rather than being put out on the street for collection, and that three children are living within the home.
